Holistic Security Manual for Women Human Rights Defenders in Iraq

Civil society organisations, activists and women human rights defenders have jointly developed this Holistic Security Manual as a practical resource to address the risks and threats faced by women engaged in human rights and feminist activism in Iraq.

In a context marked by shrinking civic space and increasing backlash against gender justice initiatives, women human rights defenders are exposed to multiple forms of violence, including gender-based violence, online harassment, smear campaigns, surveillance, arrests and physical attacks. This manual responds to these challenges by proposing an approach to security that goes beyond emergency measures.

The guide is based on a holistic understanding of security, integrating physical, digital and psychosocial dimensions, and emphasising collective care and long-term resilience. Security is framed not only as protection from harm, but as an ongoing practice that supports the sustainability of activism under pressure.

The manual includes:

  • tools for threat analysis and risk assessment;
  • practical guidance on digital, physical and psychosocial security;
  • scenario-based responses to protests, public exposure, online gender-based violence and defamation campaigns;
  • references to local Iraqi organisations and support services.
